Overuse of PTO that i didn’t want to use.

My previous employer didn't send me my final check due to me only accruing 26 hours of PTO (Paid Time Off) and them approving and using all 120 hours for the year due to me getting sick for a few weeks this year. According to company policy “All overuse of PTO will be deducted from the employees final paycheck of the year if they haven't accrued enough to cover it.” I would have agreed to this policy as part of my onboarding, but according to the missing wage form my state has for its Department of Labor says that any and all non tax related deductions must be agreed upon by both parties, and i never agreed to use my PTO for my sick time. If i present this to a lawyer, would i have a case, especially with them refusing to accommodate my requests of not using PTO and…
