Partner suspended from work for a week because of her manager, said manager won’t own up to mistake

So my partner works at Ross, recently we noticed that she was off this entire week on the schedule. Upon calling her manager about this, she found out it was due to a suspension. This was because (my partner is also new to the job, only a month and a half in) the manager took my partner along side her for secret shopping throughout other locations. Apparently the manager was supposed to give paper work for my partner to sign before secret shopping but failed to do so. Come to find out her suspension was deemed as stealing hours. When asking manager to admit her mistake to the higher ups, she responded saying she didn’t want to get in trouble. There are eyewitnesses and camera evidence of her leaving the store with her manager and returning. What are we supposed to do? She’s losing an entire week of work because…
