Pay increase?

I have a document signed on March 1 by myself and the guy in charge of an increase in my base pay. After a month, I asked when it kicks in because it hadn’t yet (we have a weird revenue/finance calendar). I was told that it’d be on this upcoming pay period. Much to my surprise (sarcasm), it’s not there. I don’t know if the signed paperwork is legally binding or if being in a right to work state means anything. Something seems fishy. We’re a worldwide company who had 8 billion dollar in revenue last year.
