Performance Review and Expectations

I had my performance review yesterday. Everything is exceptional, but I need to work on employee retention. An employee left a month ago because she is going to get paid 26 dollars an hour and we are paying her 18 dollars an hour. Another one just informed me that she is going to leave. She is going to get 22 dollars an hour. How am I supposed to compete with those numbers? I work hard to ensure my direct reports are happy. I make schedules based on their needs. I am frustrated with my job right now. On top of that, I asked for a raise, and he asked me to make a list of why I should get paid more.
