Physical Tips Go to the Regional Manager

For context i’m in CA, at my job customers can either tip digitally or leave a physical tip in the tip jar (a big jar we leave half full with coins and we take the bills at close). I found out recently these physical tips don’t end up in the employees’ paychecks, but they go to our regional manager. Note that it doesn’t mention anywhere that the physical tips go to the regional manager. I once had a customer ask “do these tips go to you, the employees?” pointing at the jar. I became suspicious of it as well since then and according to my coworkers they go to the regional manager. Is there legal action I could take against this? What can I do? Edit: When I said “we take the bills at close” I meant we put them in a safe, we don’t take them for ourselves.
