Pipes are frozen at work so there’s no running water. Can I still be forced to work?

My boss is making me work despite their being no running water or working toilet. Is this even allowed? I asked if I could close the shop down to run to the gas station to piss and he told me no. Im genuinely at a loss here on what to do.
