Popular fitness place is purposely paying me below minimum wage

Hey, sorry in advance and my grammar and pacing, I'm very overwhelmed. I applied for a popular fitness studio and was told that I'd be paid minimum wage and would earn commission on memberships and merchandise sold. I took a look at my check 2 weeks ago and saw that they've paid me $13.75 hourly and aven't given me commission on things that I've sold. I live in WA state where the minimum wage is $14.49. I texted the franchise owner of the studio, who is also the manager asking why I was being paid under minimum wage. She told me that they'd reevaluate after 90 days to see how my work effort is.

Which is ironic because they constantly ask me to do things outside of my job description and frequently don't have the supplies available for me to do the job. They told me to ” make do with what we have “, expecting me to clean toilets with clorox wipes and a toilet brush.

Out of curiosity, I spoke with coworkers who have the same job title as me and they mentioned that they are also being paid below minimum wage. One employee said that she had a lengthy exchange with management to retrieve the amount owed ro her and also to be paid minimum wage. She was successful but no one else was given the same.

How should I address this? Especially since the franchise owner/manager is aware of paying staff below minimum wage ?

Thanks
