Previous employer says I owe them for taking PTO I didn’t have when I quit, but they took PTO and took the PTO pay from my paycheck

The title explains a big portion of it. I worked for a pretty shitty place and won’t get into too many of the details here. I started in June and basically within a week of working there I got COVID from a coworker. I was out for a week, so they took PTO. Then in September I requested off a week in October. Well, they said no to that. Fine whatever. Then my check comes and it’s short by a whole weeks pay (they get butthurt when people request off but this was low). I see my PTO still missing though. Upon discovering this issue there was already another issue I had to go to my boss about. With emailing him, I included information about the missing pay and PTO with no response. A few days ago, I got a job offer and quit on the spot. Today I get a letter with some calculations showing I owe them over $400 in 10 days for taking PTO I didn’t have but they owe me at least $1000 for taking PTO time then taking the pay back.
I’m in Colorado. Is filing a complaint with the Labor board effective? Would I have to do anything after filing the complaint? Is there a better option? Any advice would be appreciated. Thank you in advance.
