PTO cash out

Hey everyone! Currently dealing with a sticky situation at my job, I work at a corporate owned dental office that is quickly going down hill. We have been closing unexpectedly a lot due to being short staffed and the lack of doctors since a lot of them have left the company. My job does not compensate us on those days we are closed, they told us to simply file for unemployment. I’m pretty sure it’s not right and kind of illegal to not pay an employee when you have absolutely no work for them. I just put my two weeks in and regional manager told me I will not be receiving my 90 hours of PTO that I accrued because I didn’t give them three weeks notice instead of two and apparently it’s in the handbook. Does this even sound right? I’m so genuinely annoyed that I worked so hard…
