PTO theft

Just got informed that my employer will be requiring us to either use our PTO or unpaid time off for any personal issues (completely understandable) AND company issues if it extends past 2 hours or go unpaid. PTO that has to be accrued and earned can basically now be stolen from my employer if they have any issues with any of the sites, software, or anything we need to do our jobs. If I could afford to quit and If I could find a better employer, I would. Recently started and seeing the rosecolored glasses already coming off. ETA: remote position. Thing is, why should we be required to use what we earned for something likely their fault? (Failing to hire appropriate IT personnel etc). Since unpaid time off is a nice way of saying “find another way to pay your bills”.
