Question about Negative Pay

Hi everyone, I have been living in the US for only 3 years, so I am not used to the US laws regarding work. My wife works in a on pretty big solar company, she is the manager of a little team where everyone is paid on commission only. When she sells a solar system she gets pay half at the beginning and the other half 3 or 4 months later. The company is systematically late when it comes to pay, more than being late, they systematically forget to pay and have to be reminded. Today the company told her that her and all her team are on “negative pay” because the dealer fees have changed a while ago, but they never told her before. The consequences is the difference is gonna be deducted on their next paychecks. She thinks it's a way to have her leave the company. I…

I think it might be that they are just trying to get money out of them.

What do you guys think of it?
Is it even legal to change the term of a contract after it was signed?
