quiet hiring and quiet quitting

I apologize for the post, but wanted to post to get a better idea on all this “quiet” stuff. Please correct anything that I got wrong but above all help me understand all of this. To my understanding employees started quiet quitting because they were going above and beyond their job description and realized that the company was reciprocating their work with appropriate pay raises or promotions. Also, if I understand quiet hiring correctly, businesses are promoting, giving higher bonuses, or larger pay raises to the employees that were going above and beyond their job description. If all the above is correct, isn't that the intent behind quiet quitting. Employees would put in the extra effort if they felt like the recognition was equivalent to the work they were putting in?
