The guy who called me was pretty honest. He said the people above him said the original complaint wasn't legit enough to respond to or follow through on (they basically thought it was a fake post or someone trolling). The reason he called me nearly 5 months later is because he came across information that legitimized the claim. We talked for a bit about employment in general (I brought up this sub in particular) and he said he'd like me to email him on anything that comes through as a legit complaint in the future.
With regard to the 85c complaint; he stated that the most they could do was mail over a “strongly worded letter” that wasn't legally enforceable, and that they couldn't really do anything above and beyond on. However, he encouraged me to reach out to this sub (particularly the 85c workers) and tell them to go to this government site and fill out this form:

Even if 85c has since corrected the issue, if they didn't make amends for stolen tips in the past, there's more power if the workers file a complaint about it. So if you worked at 85c back when this was going on (or if it's still going on now), please PLEASE file a complaint about theft of wages.
He also gave me his email (which I won't post here) to forward any additional complaints for CA.
