Regional manager at big box retailer sides with kidnapper over employee who stopped said kidnapper

I am apauled at the actions of our district manager and his response to an event that happened at another store involving an attempted kidnapping of a 15 year old child. This manager oversees stores in multiple states in a western region of the United states, and I question whether they are deserving of such a position. A man came into the store and grabbed a 15 year old child from the store and ran out. A blatant attempt at kidnapping. A lessons lead ran out of the store following this man and put a stop to the kidnapping that was occuring.

This woman who bravely put herself at risk to protect a child was reprimanded by the district manager for both the act of saving this child, and for attempting to ban the kidnapper from the store.

We are not police, we are retail workers. We are not supposed to stop crimes from happening in our store. The thing is, this rule to not stop crime in our store is centered around theft, and intervening to prevent the endangerment of a child is different from intervention of a guitar theif.

The reason this Lessons lead was reprimanded for attempting to ban the guy is because it is bad publicity for our company to ban people from our stores according to our district manager. To that I just don't know what to say other than ask, how is banning kidnappers and pedos bad for publicity? Is it anyworse than harshly punishing your employees for doing the right thing and encouraging complacency to these creepers.

I don't know what else to say, I am thoroughly flabbergasted.
