Regional manager says hourly managers are exempt from labor laws

So my wife is currently on day 9 of working as an assistant manager for a fast food chain in California. She brought it up to her general manager and he said that he spoke to his boss, the regional manager about it. The regional manager said that managers are an exception and that if their core evaluator from the state comes in today, that she HAS to take tomorrow off. Am I right to think that this is illegal? Her work week restarted on Wednesday, so she worked an entire 7 days for the work week.
