Resource allocation

A friend of mine works for a job she loves, however is being massively overworked. I told her that in my organisation we only schedule resources for 80% of their time as it is unlikely that a resource will be productive 100% of the time. We actually work in agile and I am aware that there are lots of principles to stop over allocation, however her work does not support agile ways of working (she works in engineering). She is over allocated by a huge amount, however her management don’t seem to agree and she has struggled to have the conversation with her LM. Does anyone have any advice?
