Retroactive payment theft?

For context, a few months ago our non-profit set up an incentive system for employees to want to pick up extra shifts. These extra shifts would be paid as overtime PLUS an additional “incentive pay” rate, which until today, was very attractive. It worked out decently well for everyone. Today, everyone in our sector received an email about having our “inventive pay” rate decreasing more than 50% of the original amount. The worst part is, the changes were reflected from the beginning of the month. Therefore, people who worked their asses off working overtime are getting a lot less compensation than what they (myself included) were promised, since the change made is retroactive.
