Salaried Employees Getting Extra Holiday Time

I am in PA. My work (part of a world-wide, well-known, large corporation) is always sending out communications of early closures of company locations to kick off holidays early. However, they specifically state that production workers, etc., those NECESSARY to keep things running, are not eligible for this extra time off. Is this legal to essentially be giving certain employees extra holiday PTO while making the rest continue to work without any compensation? This happens at least several times per year. *Edit: I should have been more specific. It's not salaried vs. hourly, it's essential vs. non-essential, some of whom are hourly.
