Shady promises about promotion

Some background: My company does promotions and titles super funky. Tech 1s are entry level and usually are promoted to Tech II after a year with the company. I know of Tech II who have wildly different responsibilities but also some who stay within their hired roles. I was hired as a level 1 tech and 6 months in was moved to a level 2 tech but without an official promotion due to some people quitting and higher demand. I talked with my manager about getting the promotion early but only got a half yes. She basically said she would give me the promotion but was waiting for our calendar year merit increase to be implemented and /then/ she would put it through so that I would get the most money out of it. Waited a month and did not hear anything so I checked back in with her. Her…

Waited a month and did not hear anything so I checked back in with her. Her excuse now was that there is a freeze on promotions due to it being the beginning of the year and HR processing all the merit increases.

Well… I got my merit increase yesterday and it's 0%. I instead got a lump sum paid out for reasons that are not clear but hoping to talk to her about on Monday.

Now I just feel messed with. Should I be more stern in my demands or should I wait it out?
