Should employees who move to a less expensive area be paid less?

I can't be the only one who thinks these are just bullshit excuses by companies double-dipping to cut employee pay while saving costs on offices. Following this logic, should employees without kids be paid less than those with kids because “COL is less”? Should married people be paid less since they can split COL?
