Should I just let this go as a manager?

My part timers don’t care at all. I’ve never been hard on them and I’m pretty lax, but lately I got a new manager and he didn’t like the way my store looked. I’ve tried doing most of the work fixing the place on my own but have asked for an occasional favor from my crew. They don’t pay any attention to detail. They half ass things, fudge the paper work, and slop their work together expecting me not to see… and that’s the best employee. Everyone here just wants to play on their phone when they don’t have customers… being that they are young kids, part time workers, minimum wage… what would an anti work perspective be on what I should do? I don’t want to just throw the baby out with the bath water and not give these younger people any direction or scolding… to me they are…

But I realize that my viewpoint could be very narrow and I have allowed a lot of this behavior to date. Asking here because of the unique perspective I see a lot here about managers.
