Should I report my manager for fraud ?

I work at a retail store for a pretty big corporation and my manager is currently on leave. If you’re over 18, you can get customers to sign up for a Mastercard, and each sign up (even if they aren’t approved) can get you an extra 20$ (and 40$ during Christmas season). If anyone under 18 convinces a customer to sign up, we have to split up the earnings by adding them in the sign up sheet. My manager lied to all the associates and told us that only managers can do Mastercard sign ups and that they don’t get paid for it, it just makes them look good. The new manager that’s filling in helped us find out about this. She was so excited to train us on Mastercard sign ups and wants the associates to get them since we all work part time hours that vary and she gets a set 40 hours guaranteed.

So basically the last 6 months I missed out on tons of extra money I could’ve made, many sales stolen from my manager. I don’t really know what to do, I just want the money I was supposed to get but I doubt I’ll be granted that if I complain to hr. I also feel guilty as hell for reporting it.
