Should my brother and his gf be ashamed of living in low-income housing?

Sorry if this isn't the correct place to ask this. If not, please direct me to a better place. For context, my brother (20M) and his girlfriend (18F) apparently just moved into low income housing. My mother just told me this. His girlfriend doesn't work, she got fired at her last job because her “friend” called the police on her (which she shouldn't have) and honestly her friend should've been fired. My brother works at a local restaurant and relies on tips. He's a college student and I believe he's going to obtain his associates this semester. My mom somehow made my brother bring his car home because she doesn't want him to support someone without a job. She has a car but there's something wrong with it. She also told me she has trauma. For context, my brother (20M) and his girlfriend (18F) apparently just moved into low income housing. My mother just told me this. His girlfriend doesn't work, she got fired at her last job because her “friend” called the police on her (which she shouldn't have) and honestly her friend should've been fired. My brother works at a local restaurant and relies on tips. He's a college student and I believe he's going to obtain his associates this semester.

My mom somehow made my brother bring his car home because she doesn't want him to support someone without a job. She has a car but there's something wrong with it. She also told me she has trauma. Her mom passed away from a heart attack and one of her older sisters is insane. Combined, both of them have less money than me. My parents believed that my brother was giving his gf money to support her rent (she lived with her other sister) after she lost her job. I didn't believe that argument made sense because you don't lose all of your money after you lose your job (I'm walking proof, I haven't worked in almost 6 months).

My mom told them they should be ashamed that they're moving into low income housing since it's apparently for people on welfare. Apparently they're young people who don't need to be living off the government, and his gf “knows how to work the system” (what my mom said)

So is it unethical for my brother (with a decent job and almost having a degree) and his girlfriend (no job, not a working car, has mental trauma probably) to live on low-income housing?
