Stolen ideas and punishment for doing my job

I work for a city government. I work too hard because it's how I was raised. When I'm hired, I tend to work beyond what is expected of me. In the city government I work for, they have glorified think tanks. I came up with an idea I thought was really good. I wanted to mend the cities relationship with an underserved community. I brought it up in the meeting and 2 weeks later, the city council and mayor invite that group to a public event to mend the relationship. I got cussed out by my bosses for suggesting the idea at all. Only to find out that they are getting some forms of kick backs for the idea. The worst thing is that I am a grassroots activist that gets taken advantage of. I organize many events and don't want or care for credit. I just want the world…

I got cussed out by my bosses for suggesting the idea at all. Only to find out that they are getting some forms of kick backs for the idea.

The worst thing is that I am a grassroots activist that gets taken advantage of. I organize many events and don't want or care for credit. I just want the world to be a better place and make money doing something I'm happy with.

It gets worse….

I brought up an idea to my direct supervisor. He thumbs up the idea. I want to start an internship program for kids who need experience or want work experience in college and decent wages. I bring it up in a committee that I'm a part of and someone in that meeting mentions it to my boss. Talking about how good of an idea it was to offer those things to the public. Whatever it is city government people say to each other.

He calls me and tells me that he cannot keep defending me to the department head. I asked what it was in reference to because I normally stay out of trouble. I've never been written up for anything. He says that our department cannot be in charge of it. I told him it was a city wide program not us. He calms down and says that the person explained it to him and the director incorrectly. The director never gets that message and writes me up.

I don't think I did anything wrong. The programs I suggested are part of my job description.

Does anyone else try to hard and get punished or is it just late stage capitalism?
