Stringing him along

My partner is in need of a new job. Not once, not twice, but three times now he’s been interviewed, sometimes extensively, and told that he would be hired only to have the person say “well, I want to hire you but we don’t have anything right now, but we’ll keep you in mind a few months down the road.” Not pool positions. Being clear- this is not him interviewing poorly or having bad references. He’s been told he’d be hired and then had it walked back for nebulous reasons three times at different companies. He’s asked for feedback and been told that he’s perfect, they just aren’t hiring at the moment. This practice is wrecking his motivation and forcing him to grind out application after application, never feeling like anything is a stable option.

Is this why “nobody wants to work anymore”?
