I'm a scientific technician 2 for the state fish and wildlife department. I was offered a position on the other side of the state that I accepted on the 4th of January. I signed a new lease and broke my old lease. I had everything pretty much moved out, had signed an f9, w4, changed my mailing address, and then – with only 4 days left of my lease – I received an email from the employer that read as follows:
Due to things changing in a different direction with the job we will no longer be hiring you for this position. I would personally like to thank you for your time and wish you luck in your job search.

When I texted him for more information he told me “it [was] an upper management decision” and “there's nothing I can do, im sorry“.
I've been having trouble with the department since July last year when I'd received word from 2 hiring managers and HR that I had a(/some) bad reference(/s). I used Allison&Taylor to determine who the/se employer/s were last year and confirmed the worst. I'm a people pleaser and check my progress with my superiors throughout the season to make sure I'm performing my job well. I've never gotten a negative review.
Concerned that this may be related to my sudden termination, I contacted the head of HR for details. I was given the following information:
I checked with the Enforcement program regarding the position you had initially accepted. It appears that you initially accepted the position at range 32, step D ($[][][][]/month), but then called back wanting to negotiate your salary. The program reviewed your experience and determined that they would stick with the initial offer. After your final phone call to [employer], you said you would get back with him by close of business on January 24th on whether or not you were accepting the job. When you did not respond by February 26th (this email was sent on 1/28), the hiring action was cancelled.
On the 24th of January – around 11 AM – I'd texted my employer to ask about a salary raise to help cover the $3200 early termination fee my landlord was charging me with. I have extensive experience in the job field with specialized experience in advanced work that is directly related to the job. He refused and I said ok. That was literally the extent of our discussion. We never discussed salary prior or after.
Per department policy, salaries can only be raised and never lowered. I never accepted the position for paystep 32D and couldn't have even if I'd wanted to, because my current paystep is 36F.
So now I have to break my second lease for $3k and have nowhere to live.
Am I the only one finding this incredibly suspicious?
