They want us to use overtime rather than work a full shift?

I work in an office that processes files for multiple time zones so it doesn’t really matter what shift you work. Some people work 4-12:30, some work 7-30, etc. Recently we were told we were not using enough PTO so we can no longer work extra time to make up for time we missed, we must use PTO. I asked my manager if I could switch an entire shift one hour earlier and was told that was okay. I was able to go to therapy appointments this way. Now I’m being told it’s no longer okay, they won’t accommodate for appointments, I have to use PTO instead. Right now I only have 4 hours of PTO so if I keep having to use it instead of shifting my schedule I’m not going to be able to save any up to take time off for anything else. I don’t even understand…

I don’t even understand why this matters. My manager recently decided to crack down on a bunch of issues that aren’t that important for seemingly no reason. This same manager had health issues and misses at least one day per week if not more so I don’t understand why there can’t be compassion for others?
