Time to move on

How do you know when it is time to move on from a new job? I started my current job over 1 year ago after leaving another because I was underpaid. I’ve recently graduated with my masters and I am still underpaid at my new job. During my review I asked how I can move up to a senior role and was told it would take a long time because that’s how it is. Well, recently a coworker decided that they would like to get involved more in my area and now my tasks are being delegated to them and others. I started my current job over 1 year ago after leaving another because I was underpaid. I’ve recently graduated with my masters and I am still underpaid at my new job. During my review I asked how I can move up to a senior role and was told it would take a long time because that’s how it is. Well, recently a coworker decided that they would like to get involved more in my area and now my tasks are being delegated to them and others. I am not learning anything new anymore at this new place and don’t really see any growth opportunities in the future. Also, it turns out the tasks I was doing was low level items that a senior coworker didn’t want to do anymore when they hired me. Since I was hired, I have always been told I don’t have enough experience when I do as I have been working in this industry for almost 5 years now. I also asked how I move up to the next level in my review and gave examples of tasks I would like to take on, but so far no interest has been taken on those requests.
