Told I can’t call in during severe weather. What should I do?

So I was just woken up by a severe weather warning. It’s a flash flood, and I have zero confidence with my driving skills in weather like this. I work 40 minutes away, which makes me even more nervous to drive. I called in (3 hours before my shift, the minimum is two) and let them know I can’t come in. The manager said I have to come in because they don’t have anyone else to cover. I expressed my concern, and she replied “Well, I made it in fine, so I have faith in you.” What should I do? I really don’t think it’s safe, but she said calling in isn’t an option. Should I really risk my life for ten dollars an hour?
