Training for a new job and boss is constantly busy

I work for a small company, we deal with insurance claims and billing department for other doctors. I've been here for a month and it's honestly super frustrating because I run out of things to do, so I start doing claims issues which is part of my job, ans when I have questions my supervisors are ALWAYS busy. Ans then they never answer my question. Usually this question halts my work, as in I can't do anything until this question gets answered. So I either try doing it on my own or I ask other employees for help. I've been told “don't ask anyone else but me” from my supervisor. And when I do things incorrectly because I'm just genuinely trying to consistently work, they will also get “upset”. Not Mad or anything just like “ugh”. I'm just frustrated because I'm trying to learn, I take so many notes I have a binder full of them. For claims questions it's such a case by case basis that there is no 1 answer for each claim.

This is even more frustrating when it's the WTH day, which is Fridays for everyone. Can't get ahold of anyone to know what I'm suppose to be doing so I just end up watching tv and moving my mouse around every couple seconds.

I should specify that this position is Entry level, and they don't expect me to have any prior knowledge to insurance. But what I do find annoying is they're expecting me to retain all this info, and anyone who works in insurances knows how much INFO there really is.

I get it, fhe company business doesn't stop In place for ME to be trained, but on the other hand I really think that if a company is busy as hell like this then they need to hire someone who's sole job is to only train others.
