unaccurate employee handbook

Hey so my mom is a private nurse in Florida and her employee handbook(which they make the nurses sign and date regularly) states that she's allowed certain things like health care, etc, and family medical leave. But when she tried to use her family medical thing the company literally said they “didn't have the resources available” for her to use it. Is this illegal? It literally says this in her handbook but then she isn't able to use it so isn't that some sort of false advertising shit? Any feedback in appreciated, sorry for shitty wording. There's plenty of things her job does that I feel like is complete illegal bullshit but this just seems like blatant wackness
