Varying pay rises throughout the company

Hi all, my company has just dished out 5% pay rises this year to “hourly paid” employees (because they were on strike), however when it’s come to the “staff” employees, we’ve been told we’re getting 2.8%. The guys on my team literally do the same job as me and I’m losing out on 2.2%. How is that even allowed??
