Dress code more important than fire plan

I have worked in a small state agency for the past several years. We moved to a new office on a top floor of a skyscraper in the downtown of a major metropolitan city. The big boss has had the time in the two years to issue three different dress code documents but can't be bothered to create a fire safety plan. I was aware that my supervisors really don't care about the welfare of their workers but the multiple dress code vs. lack of fire plan really show me how they feel. Appearances are much more important than actual worker safety.
