We have to have government organizations like OSHA and NLB, why would anyone think they’d raise wages to livable on their own?

Pretty much the title. I keep hearing people say how the free market will force employers to magically raise wages. The free market and litigation won't keep them from killing us or paying us the slave wages they offer why would anyone think they'd give livable wages unless they got forced by law?
