What are the American laws pertaining to toilets at work?

I work in an old office, and every time it rains a good bit, the toilets don’t work. There are 2 on site, and neither work. To use the restroom, we have to get in our cars and drive somewhere to go. We can’t use anything within a 3 block radius because… well… they’ve caught on and told our boss to make us stop. Boss doesn’t reprimand us for going or anything, but definitely guilt trips us over it. Feels like gaslighting because if they would get a new septic system, this wouldn’t be an issue in the first place. Anyways, are there laws against stuff like this? Hell, at this point, I would take them putting up a porta potty out back.
