What are your thoughts on employers asking for a license even if the job functions requires no vehicle use?

It doesn't seem all that discussed in my life but when I brought it up with a few friends they were split. Only one said its just weird. Others didn't seem to care. But I just can't seem to find any explanation online and most of them are minimum wage jobs. Stuff like tutor at our tutor school. And its always 'non negotiable'
