What do I do when my manager refuse to communicate about my resignation?

I'm trying to leave my current job since I have to handle several people's workload and very underpaid. I called my boss to tell him about my resignation so I can give a three week heads up to plan for the transition (I'm the only person managing some of the most critical systems with no backup, so shit's going to be messy once I leave. Company is cheap but I had some really nice team members and I don't want to give them too much trouble). He asked me to think about it and meet again on the next day which I should probably rejected. Now he's just refusing to communicate with me at all. He ignores my emails, pings/meeting requests on teams and don't pick up my phone calls. I know he's still available since all the messages are read. Due to the wfh situation now I don't have…
