What does “you are free” mean

Hi I work in a start-up with both small and large responsibilities, such as fabricating products for our customers and managing the production process. During periods when we are waiting for pieces to be developed or fabricated, which can last up to a week or 10 days, I take on other tasks within my responsibilities, such as R&D and documentation or writing blog posts. However, I have noticed that during these times when there is no production, my boss sometimes makes comments in front of others during meetings such as “since you are free, you can look at this” or “because you are stopped, do this.” While I understand that my boss may be trying to utilize my time effectively, I find it uncomfortable that he suggests that I am “free” when I actually have a lot of other work to do.. Is it something polite or not? Am I not normal when I hear “I am free” from my boss that disturbs me?
