What qualifications do most recruiters have and why are most of them terrible at it?

ad-nauseam we get these mind games and lies, and gormless behaviour and I just really wonder why. I feel like a bit of it may be that most HR people manage to get into the field through personality and coming off either as warm, or strong minded. But surely there's more to it. The more I look at it, the more it feels like most jobs have this hell of an entry way that is like walking through a field of sewing pins.
