What’s the point of having pto if you can’t use it

My job refuses to let us take a day off unless someone agrees to cover our shift. They have to meet with my clients, and ny calls, and respond to emails plus their workload. Once they agree to cover the shift they have to sign a contract. I guess I'll be using sick days instead of pto (both are paid) because that's ridiculous
