Who do I report my employer to for paying less than minimum wage?

In Kern County, CA. I have 2 jobs and my first job is fine, I have no qualms with them, they are my priority. Love them. I help them any way I can, especially because they do things by the books. My 2nd job on the other hand.. does NOT do things by the books. I've decided to separate myself from that job, but not before stirring the pot. First off, this small mom n' pop business does NOT pay minimum wage. At this family run business, there is only a handful of employees, me, this other lady, a young girl who just graduated high school doing “work study” or something, and this old guy that does the recycling. I've been working less than 20 hrs a week so I've been getting paid cash under the table. Normally I wouldn't be bothered by this, but since I've been getting less cash, I'm bothered. One week I worked 18 hours and only got $180 something in cash. Huh??? I was doing the math and was looking forward to $200+. Definitely not paying minimum wage.

Pretty sure paying under the table is also illegal, AND they allow employees under the age of 21 to sell alcohol and tobacco. The owners are a married couple, and the guy is actually a police officer for a police department in Kern county. I guess he think because he is a cop, he can do all these crappy things at his business, without getting in trouble?

So, who do I report this business to?
