Why do Fast-Food chain managers/owners appear to shove all the work on employees?

Recently, I noticed something about a recent experience and a place I don’t work at anymore. There’s been some issues but when it came to the store owner and specific managers, it seemed like they would sit in the back their entire shift. Maybe it’s paperwork they’re doing most of the times and I’m just not familiar? I bring this up because the owner was the type to say “if you have to time to lean, you have time to clean”. Now I don’t mind cleaning but we had to constantly be doing something in between customers or when it was dead. This left us employees standing our entire shift with only a 10 minute break. Sure, the hours lasted from 9:30-3:30 and they sent you home in time to not give you a 30. All the time, I’d hear complaints from other employees. I don’t have much to say…

I don’t have much to say as I recently ran into unexpected health issues but I think it’s a valid complaint.

It didn’t help that it also depended on what type of manager you were working with. Some would be accommodating and helpful while others would sit in the back and watch tv shows on their phones often leaving us employees (2 by the way) in the kitchen. We’re also understaffed but it’s on purpose because labor has to be under 30 percent. Any higher, somehow they’ll have issues (?). So it’s always 3 people in the morning and then 3 at night.

And to make matters worse, if you were a good worker you’d normally get extra work, which I mean at this point it happens everywhere. It had more to do with the fact that they trust the employee to get it done and get it done correctly as well which makes sense until you ask a less experienced worker to do it…then they weren’t trained properly in how to do other tasks. The other more experienced workers have to pick it up.

But yeah, it just depends on individual managers and such. I normally give most people slack but this experience peaked my curiosity.
