Why is it such a double standard with sexual harassment in the workplace?

I’m certainly not condoning sexual harassment of any kind, but it seems odd that men can be cited for sexual harassment when they talk about sexual subjects, yet when a group of women, usually in their 20s or whatnot, talk quite frankly about sexual positions, penis size, and sex toys, it’s waved away as “girl talk”. I’m not at all saying “if women can do this men should too” quite the opposite! If this type of behavior is considered obscene for men, then why isn’t it with women?
