why not force railroads to give union what they want?

So if congress can force the rail workers back to work, how come they can't force the railroads to give the workers sick days? Also, how much do these people make per year that have been told that their strike is illegal? Because if they make lover a million dollars a year, then I don't have any sympathy for them…
