Why not pay percentage instead of counting on tips?

USA based. Back in the day, I used to work tipped jobs. Bartender, waiter. I was good at it, so had no problems making a good living. However, I always thought (even then) that this is wrong, especially coupled with the legally suppressed/allowed hourly wage. Some of those places I worked paid as low as legally allowed ($2.15/hour – $4/hour). I see a lot of “pay them a living wage” going on. I agree, but sometimes that's just not possible for whatever reason. So, I was thinking. Why not switch it to a model of percentage based on sales? Mind you, this would work only for direct service. This way, any tips would really be added income rather than the total income.
