Wife Gets Paid Less Per an Hour To Do the Same Job Than The Full-Time Position

So, last night my wife and I were hanging out with her coworkers and of course pay gets brought up in conversation. My wife works as a part-time intake specialist at a nonprofit counseling center. She makes $16 an hour. Her counter part is a full-time intake specialist who makes $19 an hour. When the full-time intake specialist found this out they were both in shock. They both do the same exact job. There’s nothing remotely different in what they do it’s just that my wife works less hours than the full-time intake specialist. Is it legal for 2 people to work the same job but get less hourly pay? Also, mind you my wife has worked at this place longer than the current full-timer there. Also, we are based in Texas.
