Wife missed January after giving birth to our child. Now she’s being told she might not qualify for benefits in 2023. Need advice.

My wife had our daughter in late Nov. 2021 and was off until the end of January 2022. Her job had told her that she needed to make up those hours throughout the year or she would not qualify for benefits in 2023. She picked up hours throughout the year and was promoted to manager in August. She asked recently about this situation and was told that she should be good from another manager. Now when she calculated her hours she still has 35 hours to make up because she used her PTO. We are stressed of course because my jobs benefits are insanely high. She also told me that PTO cannot be applied to the hours at the end of the year? So to me this seems like her company doesn’t want people taking PTO or taking the necessary time having a child.
