Wife’s employer has a bullshit unpaid time-off policy

If my wife submits for unpaid time off on a Friday, and the following Monday is a holiday, then Monday is automatically counted also as unpaid time off. If she works the business day before the holiday, then she gets the holiday as free paid time off. This seems like a super shitty way to discourage people from taking time off work before a holiday. Is this even legal in the US? She makes decent money, so missing a free PAID day off is kind of a big deal.
