Work has been making me use sick hours in order to excuse absences due to inclement weather

I work in California, and we just had a blizzard. I live in the mountains and we got hit hard with snow, as well as unsafe road conditions (ice, mudslides, etc). I’ve had to call out of work 3 of the 4 days I was scheduled because I got snowed in. I was advised by my GM that I need to submit sick hours in order to excuse my absences. What’s going to happen when I’m actually sick and I need to use sick hours? Is this even legal?
