Work life when Houston suffered a huge winter freeze in 2021

My gf and I were talking about the time when Houston has negative degree weather for a while. During that time I was in college and my gf was working at a check cashing company that’s pretty popular around the area. When the freeze happened Houston wasn’t ready, there were massive issues with pipe systems and black outs occurred nearly all day and night because our grid couldn’t handle the extreme temperatures; it’s Houston after all. Well during that time my gf still had to work night shifts, we’d face time or talk on the phones or id just sit across the register window to keep her company in pitch blackness. No electricity just cold dark nights until sunrise. The company sent out an email that all locations needed to have someone there to “watch the register and vault”. Mind you, only one person on night shift at a time…

This begs the question. Can anything could’ve been done legally at the time? Did my gf had to suffer being cold? Granted I stayed there for her too but still. Isn’t there a law against that? Just curious.
